Abstract:

The New River Light and Power Company, a non-profit subsidiary of Appalachian State University, was formed in 1915 and continues to provide electricity to customers in the town of Boone and surrounding community. This collection contains files regarding the operation of the New River Light and Power Company and includes general correspondence, accounting information, rate increases, long-range plans, and various reports.

Biographical/Historical Note

Dr. Blanford Barnard Dougherty, president of the Appalachian Training School, founded the New River Light and Power Company in 1915 to improve the quality of living for the school’s students and the citizens of Boone. Dougherty oversaw the construction of an electric generating plant on the New River. It was the first utility to serve northwestern North Carolina. On July 15, 1916, service was disrupted for two weeks as a large flood severely damaged the dam. On March 23, 1923, a fire gutted the power plant on the New River, destroying the machinery and disrupting service for nearly four months. New River customers began receiving service from a larger generating plant located on the Middle Fork of the New River and powered by a 26-foot concrete dam on October 30, 1924. The profits of the company went into an endowment fund to create scholarships for students attending Appalachian Training School. Today, the New River Light and Power Company purchases power from Blue Ridge Electric of Lenoir, North Carolina and serves the area generally within the town limits of Boone. It remains a non-profit subsidiary of Appalachian State University and the company still contributes money to the general scholarship fund at Appalachian State University as well as operates its own scholarship program for Watauga County students.

This collection contains files regarding the operation of the New River Light and Power Company. The files come from the audits and systems department and include information on budget, rate increases, long range plans, and rules and regulations. Also included are general correspondence, accounting information, yearly inventories, and various reports.

This collection is arranged into three series: General Operations, N.C. Utilities Commission, and Reports. Records are arranged alphabetically and then chronologically within series.

This collection was transferred to the University Archives from the New River Light and Power Company's audits and systems department and was accessioned in 2003 as UA.2003.089.

Series Description

Series I of the New River Light and Power Company contains records regarding the general operations of the company and include budgets, bills, correspondence, accounting papers, inventories, memorandums, records and notes regarding the computerized billing system, statements of operations, blank forms, and billing charts and schedules. Some of the information found in these records includes the adoption of a computerized billing system, the company’s donations to the Appalachian State University Endowment Fund, and company procedures for taking inventories and for customer billing. The correspondence included in this series covers topics including budgets, rate increases, and correspondence from the Blue Ridge Electric Company.

Series II: N.C. Utilities Commission, 1970-1984 

Series Description

Series II of the New River Light and Power Company records contains materials relating to the company’s interactions with the North Carolina Utilities Commission, an agency that regulates rates and services of public utilities, located in Raleigh, North Carolina. The records in this series include applications to the Utilities Commission asking for permission to increase rates, correspondence to and from Ned Trivette, Grant R. Ayers, C. E. Vivenette, Duke Power Company, Blue Ridge Electric and the Utilities Commission regarding rate increases; as well as testimonies, exhibits, and orders relating to the rate hearings that took place from 1971-1980. Other records in this series are annual reports sent to the Utilities Commission, NARUC Sub Committee correspondence and questionnaire, and records regarding a revision of the company’s Service Rules and Regulations.
